Tom Bay Former Westerville City Manager, Co-Founder of OCMA Passes Away

Tom Bay, the former City Manager of Westerville and a co-founder of OCMA, passed away on June 14th. In addition to his service in Westerville, Tom worked in local government positions in Pittsburg, Kansas, Cherry Hill, New Jersey and Springfield, Ohio before working for the Ohio Board of Regents.

Tom wrote in his obituary that “being city manager of Westerville was my professional beginning, my honor, and one of the best periods of my life. As our family moved around the country, I worked with hundreds of dedicated, public servants. Mentors who influenced, guided, encouraged, and inspired me were Bob Mott, first city manager of Delaware, and Ed Temple in Danville, VA, along with Westerville’s Red Bailey, Jim Grissinger, and Dick Rano, who remained a treasured and life-long friend.“

Mark Schwieterman to serve as Interim City Manager in Vandalia

The City of Vandalia has entered into a contract with Shared Resource Center for Interim City Manager Services.

Mark Schwieterman of Shared Resource Center will serve in the role of Interim City Manager until a permanent City Manager is appointed.

Schwieterman is well-known in the Dayton region, having served nearly 17 years as City Manager of Kettering.

“I’m excited to be able to step in on an interim basis to help the City of Vandalia through the process of finding a permanent manager,” Schwieterman said. “Vandalia has an excellent reputation in the region, and I’m proud to be able to play a small role in moving the community forward.”

Schwieterman’s first day in the office will be Monday, June 17

Eric Mack Selected as Next Tipp City Manager

Eric Mack, who has been a Tipp City government employee for more than a decade, will be the community’s new city manager, effective June 29.

Tipp City Council voted unanimously Monday night to hire Mack for the top management position. He will take the position being vacated with the retirement of Tim Eggleston at the end of June.

Charlotte Colley Named Assistant Director of Public Service and Safety in Troy

Troy Director of Public Service and Safety Patrick Titterington is pleased to announce the hiring of Charlotte Colley as Assistant Director of Public Service and Safety, effective April 29, 2024.

Charlotte brings over 18 years of local government experience as a consultant, municipal manager, and county administrator. Her former employers include the Board of Miami County Commissioners, the Village of New Concord, the City of Dublin, and the City of New Albany. 

Charlotte is an International City/County Management Association-credentialed manager and a former Ohio City/County Management Association Executive Board President. She holds a B.A. in Political Science from Muskingum University and an M.A. in Political Science from Miami University. She has been a member of the Troy Rotary Club since 2021 and is currently serving in the role of Vice President. She also serves as the Chapter President of C-Suite for Christ Dayton. Ms. Colley, her husband Andrew, and their three children live in West Milton.

The Assistant Director of Public Service and Safety serves as second-in-command of all city operations under the direction of the Director of Public Service and Safety, acts as Human Resources Director, directly supervises Information Technology, Cemetery, and Billing and Collections / Income Tax operations, and works closely with other City departments.

Charlotte replaces Mark Wendling, who resigned in January to become the Executive Director of the Miami Valley Risk Management Association.
