Tom Bay Former Westerville City Manager, Co-Founder of OCMA Passes Away

Tom Bay, the former City Manager of Westerville and a co-founder of OCMA, passed away on June 14th. In addition to his service in Westerville, Tom worked in local government positions in Pittsburg, Kansas, Cherry Hill, New Jersey and Springfield, Ohio before working for the Ohio Board of Regents.

Tom wrote in his obituary that “being city manager of Westerville was my professional beginning, my honor, and one of the best periods of my life. As our family moved around the country, I worked with hundreds of dedicated, public servants. Mentors who influenced, guided, encouraged, and inspired me were Bob Mott, first city manager of Delaware, and Ed Temple in Danville, VA, along with Westerville’s Red Bailey, Jim Grissinger, and Dick Rano, who remained a treasured and life-long friend.“
